|(Not sure if this thread's been posted yet. Did a bit of looking around and didn't find it, so... >.>; )
My own personal choice would have to be Schwartz (And seeing as she's the villain throughout over half the game, that just makes her more awesome. >.>; And yes, she's there for eight chapters, which is more than seven, so we'll go with her being there for over half the game. ).
I will admit I like Cashel a bit (although at the same time, I totally hate him), but I can't tell who got more screentime - him or Melanie. I didn't have any particular attachment to Melanie, though, and I don't count Stingle darling as a villain. But who does after beating the game?
I know a lot of people say Vaclav doesn't have a reason to his actions, but I can assume he does. I mean, he's the prince of his country - wouldn't one expect a prince to back up their country during war? Obviously, during wars, people want as much power as possible to take out the opposing country, which was what Vaclav did against Gadoria. So, being the prince and all, I'd certainly HOPE he did whatever he could to back up Crusand. He's not my favorite, but I still like him in terms of being a villain (Actually, I could probably bring out a long discussion about Vaclav's actions).
As much as I love Solon as a villain, I can't say he's my favorite. I don't know what it is exactly that makes Schwartz my favorite, but looking back at the other Tales games, Mithos and Dhaos were my favorite characters in general in their respective games, and the same goes for Duke. I think I must have something with people trying to wipe out humanity or something. >.>
Anyway, back to Solon... He makes a magnificent villain, but I suppose my opinion of him AS a villain would've been higher if he lasted longer. I know he was around for almost the entire Character Quest section of the game, and I know you see him three times before actually getting involved with him, but those moments are pretty short. All you can really tell during those three scenes is that he's suspicious. And that he looks like a creeper. But the latter is likely more correct than the former, seeing as a woman standing at the house next to you tells you that there were suspicious people wandering around Senel's house. Yes, creeper indeed. I hope he didn't find out that Earthquakes+Senel=Sleeping on the floor. >.>;
Although, in the end, it might be that I got attached to Schwartz the most, seeing as she's there for eight chapters straight. Vaclav lasted until the fourth chapter (as with Cashel and Melanie), and Solon was only seen a few times before you actually learn about him and fight him. I don't so much count Maurits since he was only a villain for about two and a half chapters, although I know he was a major villain during those chapters. Shirley was awesome as a villain, but didn't meet Schwartz's standards. Walter... Eh. He was on and off, although rude all the way along. He was also dedicated to protecting Shirley, so you can't call him totally evil. Although Thyra could've easily made it as a villain.

"Moses, quit playing around; get serious!"
"But Moses is always serious."
"You tell 'em, Norma!"
"For that's as serious as he gets."
Fighting for the localization of Tales~!
