I'd like a step-by-step procedure to get the tech glitch please. I get up to the point where the character in the lead position has the disabled skill as a C-key, but Llyod is not in the active party. Does he need to be in the active party? Where have I gone wrong?

It really doesn't get more step-by-step than that. Honestly.
You don't take both characters out of the party, only the one with the C-Stick shortcuts. The character that's learning techs is just going to stay in the active party.
