We don't know for sure. I'd guess so though, given Team Destiny just released Graces in 2009, and they're likely working on Tales of Graces F right now. Then again, perhaps they're bringing back the internal team that did Legendia? However unlikely, that would be amazing.
And I'm really liking the concept art. It's gorgeous. I can't really make much out of the people, but the city is looking nice.

A conference on Monday? That'd be news to me, but I would like more info on this game.
And the announcement scans were all from Jump. I read somewhere that the next Famitsu will likely have more info. I don't know how accurate that is though.
And personally, this is what I'm most excited about out of all the three announcements, but I'm still going to get all three of them.
And I'm really hoping the Unitia rumors are wrong. Mostly because I hate the name Unitia. Unity would be miles better.

I'm not sure how I feel about the picture. It looks like this game will have a more realistic touch to the graphics. I don't want to go out on a limb and claim another CGI attempt like in ToH, but it seems to have a less anime feel thus far. I wish the characters were easier to see...
I love the anime-type style of Tales games and I'll be put off if they start trying to mimic Square Enix. Even so, I would still buy and play it.

But that's only in terms of the overrated-ness and terrible fanbase. The game itself is nothing like it.

I like the art, I can't wait for the next scan.
But I really hope that it will not named Unitia, I dislike the name. I like if they name it Harmonia or Floria.

It does look kinda CGish, but if you look closely at the humans, there's not texture and seems somewhat cell-shaded.
Maybe there will be elaborate settings and backgrounds with semi-cellshaded models. I dislike Hearts' CG, but if they use CG here, it might actually blend in..
Anime cutscenes might now suit the game at all if the graphics are truly given a realistic flair.

They'll still make the game unfinished and release a director's cut shortly thereafter, albeit for the same console (see ToDR:DC).
