Also, I think the scene you're referring to is just Colette holding Raine's staff for her. I think Shaman works (plus they need more love).

Yes, 10 is Radiant Dawn.
And yes, the Shaman do need more love. The four from Jugdral (Diadora, Yuria, Sara, and Linoan) are lovely game breakers... but Failcaiah sorta ruins their image, by failing hard.
Oh, Genis asks Colette to come help with the wounded in that scene.... so assumedly, she can heal in the OVA despite not being a healer in the games.
(Oh, if one would notice, Lloyd's group are enemies of Celice's army at first... I'm planning on Lloyd's group acting sorta "Dawn Brigade"-ish against Celice's Liberation Army... until an event later, where they join sides.)

Now that I think about it, I remember seeing some videos with characters in FE that looked exactly like some of the TOS crew, were they cameos or just a fan-made?

If you mean like seen in this video, that's fan made. (There's actually a FE8 hack called "Tales of the Emblem" (made by CrypticGirl)... essentially FE8 + Tales characters. It's actually pretty fail, despite having potential to be awesome. (The story's bad. Very bad. Like Horribad. The missions themselves are identical to FE8's, and so is the support system (Despite Supports being one of the easier things to mess with with Nightmare) if you know which Tales character is replacing which FE8 character (This leads to annoyance. Don't try to use Tales knowledge to figure out supports. Because unless it's Senel (Ephraim) and Shirley (Eirika)... none of the canon Tales couples work.)... the classing is broken (Ummm.... yeah. Necromancer is a BOSS CLASS for a reason (even if Jade being one is pretty accurate))... then turn around, and there's no reason why someone like Remiel is playable. (Yeah.)... really the only redeeming quality of it... can be found on CG's photobucket, the Tales character FE Sprites.)
However if you mean This Guy, no, he's just Reyson. He's not Yggdrasill. And Kotaff is not Kvar. They swear. (Also, similarly, Marth Lowell has nothing to do with Yuri Lowell.)
