Small rule change!

Please note that there's been a slight change in the rules with regard to topic revival. There's now a specific number of months which must pass before the punishment for reviving can be enacted, an exemption for slow-moving boards, and a point cap for a single instance of this offense. I hope this is to everyone's liking as it's the rule which has been most criticized for being overly vague.

Awesomeness. I'd say the rule is a lot clearer, as well as highly improved now. I was always bugged about topics in the first page and such. >_>

You need to edit the code thing for it. It still says "2 pt per month since last post".
