I always felt like the game purposely left things a little mysterious - yeah, you have that conversation with Shirley, but at the same time, after that night with Senel and Chloe in the woods, you get Chloe's "Out All Knight" title ("well, good morning, Out All Knight - only the two of you know the truth" or something along those lines) which hints that something DID happen that perhaps we weren't privvy too.
I suspect they did it that way so that both Senel/Chloe and Senel/Shirley fans could interpret it their way and be happy.
The fact that Senel is so dense as to hardly figure out anyone's feelings also adds to my theory that things were left purposely vague.
According to my friend who watched me play the game, the only really obvious, canon pairing is Moses/Jay, heh. |

moses and jay, yes. (they fought like a married couple, they may as well be together)
elsa and chloe, yes. (as creepy as this one sounds)
solon and jay, obviously (the old abused jay, not the "new" one) |

For M x J: WTF? Just because they fight like one doesn't give them reason to be together.
E x C: I thought so too for a while. If nothing, Chloe can fall back on Elsa if Senel proves to be too dense.

There was definitely some sort of attraction towards Jay and Moses.
I do not know to what extent, but it exists.
Solon and Jay is being realistic seeing as how Solon treated him.
And just the way Solon talked to him (in jay's CQ flashbacks) it suggested sexual abuse. |
