GameFAQs has a translation to the whole game, as well as the tech guide. The names of the Hi-Ougis in Kanji and Romaji should be in there.

Well, there's three translations, as far as I know.
The first is a literal translation, found in Kyo316's Tech translation guide.
To the light that shines like the heavens, hear my call,
To the gates of the underworld, open up and hear thy call,
Come forth, Lightning of God!
This is the end!
INDIGNATION!
The second is ToEUS's translation...
Heaven's light, shine!
Gates of Hell, open your passage!
Strike, lightning of the heavens!
INDIGNATION!
And the third is the ToPUS translation, which Kryptonite already posted.
