For me, it's Jay x Shirley (either way) and Fenimore x Shirley (friendship ONLY). Senel x Shirley is better as family love, because he belongs to her Cool Big Sis

I like Senel/Shirley and FeniShirl. Both work for me as platonic or romantic. I prefer Senel/Shirley as romantic though. It's a bit hard to explain why I like this pairing so much... It fits really well with Legendia's themes (letting go of the past and starting anew, the whole racism thing...). As for the Senel/Stella... I really like how the game handles the love triangle (except the Rite of Accession and such was way too early. It was only three weeks goddamnit, give the boy some time). Again, it's about letting go of the past. Like Chloe lets Stingle live in the end and the Ferines don't try to commit genocide anymore, Senel doesn't forget Stella, but he stops grieving about her. And as Chloe says, Stella is dead, but Shirley is alive. Besides, it's cute. I loved the scene at the end of the MQ too. It gives hope that Orerines and Ferines can start over, just like them.

I effing love the Legendia manga. If Legendia ever gets a remake (plsplsplspls), it should follow the same sequence. Also, SenelxShirley is more in your face canon even in the Character quest part so yay~

Anyway, here are my pairings preferences.

WalterxShirley: This is the first Legendia pairing I got into actually. So I'm really sad the fandom is so small TT Anyway, Walter's feelings for Shirley are pretty much canon, but does he love Shirley or the Merines in her? Personally I think both, she's the girl he feels he was born to protect so he keeps his distance, but I feel like he admires her from a far. As for Shirley, he DOES add a certain stability to her life when living with the ferines, but we really don't get to see her side of the relationship. I think if they had had more time to interact before the Rite, they would have hit it off. I personally think they compliment each other well, and of course they're cute, and angsty. I like angsty. :3

SenelxShirley: I didn't really get into these two until the end of the game. I was more for SenelxStella really (still loves Stella~), but once we got those ADORABLE flashbacks when they first started living together I became interested. As Ethlin said before, I feel like movng on with Shirley is an integral part of Senel's character development. I really started liking it after Chloe's speech and the engagement ceremony cemented it for me. That ending is still one of my favorite of Tales visuals. Also, Senel totally has a sister fetish.

ShirleyxJay: This one only comes out in Jay's CQ, but what we see is really sweet. I think Jay would go for a motherly type of girl, and Shirley kind of acts like an older sister to him so it kind of makes sense. XD Other than that, I feel their weaknesses compliment each other. Even without a relationship I think their friendship will help them grow. I really liked how Shirley got so much development in the Jay CQ. : )
