I couldn't, I spent 3 hours trying to go there, but it looks like there is no way to reach there, so I think it's a personal glitch, lol.

Try gameFAQs, it has a map of the minigame.

And do you think I forgot that?
I read all the FAQs, but none of them mentioned about this problem.
I also saw the map, but the big problem is, that where the map says area 6-1, it'll be either area 6-2 or 6-3.
I think it's a glitch, but if someone here confirmed that he reached that area, then I'll conclude that this glitch is a personal.

The map clearly says 6-1 is random,you just have to keep trying.
