Use Final Cross during Overlimit mode when you have under 50% HP. You must have the Jewel of Gardios equipped, and used Final Cross at least 150 times.

There's a stickied copy with a lot of guides and FAQs, including a skill guide which is where I got this information from. If you have any more questions, the topics there should cover it.
