I could never activate Symphonia's Hi-Ougis, perhaps only Genis' once.
...and that's why I prefer streamlined!

I liked ND3's system.
Critical HP will enable you to use your Hi-Ougi, but it reduces your HP to 1. It's also unusable afterwards, until you die and your HP was healed past 50%.

Eh it seemed efficient as a last resort move but if there are any survivors, any hit can just kill you. I don't like the idea of having to run away or use an item right after using a Hi Ougi that reduces my HP to 1.

So not only does it only work as a last resort, but it actually punishes you for using it?
I don't see that as good at all :(

I'd like a hybrid between both personally, i love the look of cut-ins, that's basically the only reason i like MA's, its the cut-ins XD So I like my MA's frequent, just not as spammy as TotA.
I guess i like streamlined more, I like the way that i think it was Estelle described a new one, with the downgraded Vesperia bar for each character that also slightly takes after ToD: DC, that sounded really nice.
Situational were always really hard for me pull off, i pulled off maybe 2 in my entire playthrough of Symphonia, counting summons maybe 14, because i summoned all the spirits once.

Pressing Cross + Square + Circle when your health is in the red isn't really "grief and punishment".

emils was annoyingly repetetive, especially when being under levelled forced me to use it five times in most boss fights and 1 or 2 in most random encounters.
I prefer situational.

I would prefer both systems, 1 streamlined and 1 situational. It's a good balance that way.

If you think Emil's was annoying and repetitive, trying doing no Hi-ougis against Streigau from Tales of Hearts on Unknown. That is pure repetition when you have to continuously spam Combination Blasters just to damage the guy.

yeah uh striegau is just ridiculous. you literally CAN'T combo him in either of his boss fights unless you use hiougis. iirc ryuhiroshi has a video where he counts how many times he used shouou jin'eizan against unknown possessed striegau, and it was above 50.
i did hard mode against him and i'm pretty sure i used at least 8 -- i would have used more, but i kept missing the timing and/or needed my CG gauge to cast resurrection or nurse or something.
