It's listed as Morning on the Ranch on the Voice of Character Quest disc, but it's really different from the in-game version in terms of pitch. _________________

No real reason aside from the fact that they released two instead of one, kind of like the Grandia II soundtrack, which required you to get both the Deus and Povo discs to have the whole thing. Here, you need the OST and the Voice of Character Quest. _________________

You can also read more on why in the interview Cocoe Biz did with Shiina, assuming the information from him correlates with Namco's agenda and the translation is valid.
This is straight from part 1 of the interview:

"Yusuke Kimura: Even though there's no CD, at least we have the music player in the game. But some tracks aren't in it. [In reference to Mr. Driller Drill Land]
Masaru Shiina: Yeah, I omitted some tracks, same as my soundtracks.
K: For "Tales of Legendia", you included the unreleased tracks in the voice drama album that came out afterwards, due to all the requests.
S: For "Legendia", I omitted about 40 tracks from the original soundtrack.
Kahori Ezaki: Do you usually do that?
S: I think of what makes for the best album. For me, there are two types of composition. Some tracks can stand alone as musical pieces, and some only work when you hear them in the game.
K: You divide them up.
S: Yeah. Sometimes I have to take out the mid-range frequencies of tracks so they don't clash with the voices of the characters in the game, but then they sound too thin when listened to on their own. They sound as if you're playing only the very top and bottom notes of a piano.
K: So, is that why some tracks in the "Tales of Legendia Original Soundtrack" sound different from how they do in-game?
S: Yeah. I restored some parts which I'd removed from the tracks in the game.
E: You improve them for the soundtracks.
S: Yes, but it often annoys the fans.
K: I guess it's a choice between quality and completeness. They're incompatible with each other.

So the problem is... Shiina thinks the terms "Original Sound Track" and "Best Of Album" are interchangeable?
idunno. The gist of that conversation was just talking about how things were arranged differently on the OST then they were in-game. |

Eh, not quite sure where you got "best of" from. He said that he tries to make it so that the album actually flows well and only wants to include the tracks he feels work well as standalone compositions. This doesn't mean the other tracks aren't "good". It's just that they were composed for specific purposes like victory in battle, FMV sequences, sleeping at an inn, for a short story section where a lot of repetition is acceptable, etc. _________________
