| Yeah, Im right before the peace treaty, and I went to Engave and got the starting point to the side-quest. I went to Kaitzur and searched the buildings you could go in, but no Cecille. I looked in engave's inn, and she's just standing there. I need help... |

You have to meet Cecille in Kaitzur Naval Port. Frings should be in Kaitzur unless otherwise directed. (this is the first step of five, and it's a loooong step) Ziggaway's done this a couple times, but it's worth it for the story among other things. Ziggaway wishes me to impress the amazingness of the outfit you get. It's pretty dang smashing  Good luck

Kudos to you for not completely missing the incredibly small window of opportunity for this sidequest. This is possibly the hardest sidequest in the game, in terms of when and how to do it, and is one of the longest, paralleled only to the Jewel of Gardios and Nebby. If you need anything else, make sure and ask, PM or this thread is fine, and if you need a reference, I have a guide (which is closed on the floor... Smash will do that).

| I looked in the naval port but no one's there. I went back to engave and cecille's still at the in. Frings isnt in rose's house anymore, though. Was I just able to start the quest but not able to go on with it? =/ |

i think you might have done some other sidequest that may conflicted.

Did you progress at all in the story beyond which you started this sidequest? If not, there should not be any other sidequests open. If you did, then the window of opportunity is over, sadly.
He wasn't in Kaitzur? Hmm... This is strange. I've never had a problem like this. What was the last thing you did?
It's possibly supposed to be in Astor's Mansion, I forgot a maid is supposed to give you a memento...? Hope this helps!

| I tried again, and it worked. Until I got to Astor's mansion and Cecille gave Luke the memento ring Frings gave her. Luke wouldn't let me leave Chessedonia until I spoke with Astor, so I had to. After that I couldn't find them. I guess the actual window of opportunity closes when you lose the flightstone? Even though you could do part of the side-quest when you get it back. |
