Of all people, admins like Lunar should have it given to them by Namco. I guess they don't acknowledge the admins here anymore...

Granting access to the filesystem, even if restricted, could be very dangerous for a server that isn't configured for a shared hosting-like environment. Execution of arbitrary PHP code (and modification to the PHPBB code on the server) could be a potential vector of attack: the admin (or someone getting access to his FTP account) could attempt to discover and exploit a vulnerability in the server's software or configuration. They could also upload vulnerable code (in this case, maybe a badly-written PHPBB mod?)
There's also the fact that it'd allow the administrator access to whichever database the forums use through its mySQL user - if that user has access to the whole database which runs more than just these forums, that's another attack vector that could affect sites beyond one forum/sub-site.
Of course, it's possible to secure things, but that's a lot of work if the server(s) were originally configured with the intention that only the IT department would access it, and especially when it goes beyond the volunteer admins' intended responsibilities.

Well, I'd be OK with that.
But I don't think it would be the best idea. I'm pretty sure that we'd have to use characters from games officially released in the US. even if a lot of us import . . . And since the last banner contest, I don't think any new games have been announced for US localization. Maybe if Graces was to get a localization announcement, maybe then, a new contest would be a good idea.
